The Japanese Retina and Vitreous Society (JRVS) has a new organization starting in April 2021. I will be serving as President for the next four years.

The JRVS has been conducting its activities based on the principle of contributing to society through vitreoretinal care and research. We have made a great contribution to society through activities complying the philosophy of the JRVS, such as the dissemination of treatment methods for retinal diseases and improvement of results through surgical education, and the evaluation of new drugs and promotion of their proper use.

However, the environment surrounding the JRVS is undergoing major changes. Up until now, the Japanese economy and the surrounding environment have been relatively well and stable, but now it is becoming clear that the Japanese economy is stagnant and that the COVID19 will cause a further decline in the economy, and we believe that this will have an extremely large impact. On the other hand, other countries, mainly in Asia, are making remarkable progress not only in their economies but also in science and medicine. At the same time, foreign academic societies are actively engaged in strategic expansion activities to take advantage of the changing environment. If the situation continues as it is, it is highly doubtful that the JRVS will be able to continue to contribute to society through retinal care, which is its philosophy.

Therefore, in order to realize the philosophy of the JRVS, we will implement management based on medium- and long-term strategies as well as short-term strategies. In the short term, we will focus more on current and near-future therapies and clarification of pathological conditions. We will also establish a new media where members can freely exchange their opinions. In the medium and long term, we will carry out new strategic activities by fundamentally rethinking the role and nature of the society. (For details, please refer to the manifesto in the first issue of JRVS Times.

In closing, I promise to do my utmost to realize the ideals of the JRVS, and I would like to offer my greetings upon assuming the office of President.

Mission of the JRVS is to advance clinical and basic researches of retinal and vitreous diseases to provide an open forum of knowledge for the members and to contribute to the development of the society.

History
The Japanese retina and vitreous society was founded in 1963 as 'Retinal Detachment Study Group' , and the society developed as 'Society for the Study of Retinal Detachment' in 1977. And then, the society had grown up to change its name as 'Retinal Detachment Society' in 1985, and was promoted as 'Japanese Retina and Vitreous Society' in 1995.

    The JRVS General Meeting is held once a year.
  2. Publication of academic literature collection and academic books
    Academic research papers are featured twice a year in "Japanese Review of Clinical Ophthalmology," published by the Committee of Japanese Review of Clinical Ophthalmology, and bound in a JRVS journal and distributed.

JRVS Bylaws

Chapter 1 General Rules

(Name)
Article 1.

This Society shall be known as the "Japanese Retina and Vitreous Society" (hereinafter, "JRVS").

(Secretariat)
Article 2.

The secretariat of JRVS shall be located at JTB Bldg. 8F, 2-1-25 Kyutaromachi,
Chuo-ku, Osaka 541-0056, Japan.

Chapter 2 Objective and Activities

(Objective)
Article 3.

The objective of the JRVS is to contribute to the advancement of science through the improvement and development of clinical and basic studies on retina and vitreous diseases.

(Activities)
Article 4.

The JRVS performs the following activities to accomplish the objective stated in Article 3.
(1) Hold annual meetings,
(2) Publish the JRVS journal, and
(3) Perform other activities as deemed appropriate to accomplish the objective.

Chapter 3 Membership

(Membership Types)
Article 5.

The JRVS membership types are as follows:
(1) Full Member
(2) Honorary Member
(3) Supporting Member

(Admission)
Article 6.

Any person who wishes to join the JRVS must be approved by the Executive Board.
The following/below must be submitted to the JRVS secretariat:

-A completed application form
-Admission charge
-First year membership dues
-Two letters of reference written by active Full Members

Article 7.

Honorary Members shall be persons who have made a significant contribution to the development of retina and vitreous studies, and shall be approved at an annual meeting with a recommendation from the Executive Board based on the rules stipulated separately.

Article 8.

Supporting Members shall be organizations or persons who pay designated supporting Membership Dues to support JRVS activities.

(Admission Charge and Membership Dues)
Article 9.

The Admission Charge and Membership Dues for Full Members and Supporting Members shall be decided according to the rules stipulated separately.

Article 10.

Honorary Members shall be exempt from Membership Dues.

(Loss of Membership)
Article 11.

Any Member's Membership shall be revoked if any of the following events occur:
(1) A Member withdraws from the JRVS.
(2) A Member is expelled from the JRVS.

(Withdrawal)
Article 12.

If a member wishes to withdraw from the JRVS, the Member must notify the Secretariat in advance.

(Expulsion)
Article 13.

The Executive Board can expel any Member should any of the following events occur:
(1) A Member performs acts discreditable to (the Objective of) the JRVS.
(2) A Member fails to pay Membership Dues for three (3) consecutive years or longer.

Chapter 4 Officers

(Officers)
Article 14.

The JRVS shall be made up of the following Officers:
(1) President (one)
(2) Executive Directors(a few)
(3) Directors (twenty four)
(4) Auditors (two)
(5) General Meeting Chair (one)

(Executive Directors)
Article 15.

Executive Directors are appointed by the President and approved in the General Assembly/Meeting.

  1. Executive director shall be responsible for General Affairs, Accounts, Academic Affairs and Editing.
    Executive director is required to report on the above tasks during General Meeting with Board of Directors.
  2. Executive Directors tenuous of office shall be four years.

(Executive Board Members)
Article 16.

Executive Board Members shall be elected from among the Full Members.

  1. The Executive Board shall consist of Executive Board Members, and shall discuss and resolve matters necessary for management of the Society.

Article 17.

The Executive Board Chairperson shall be elected by vote from among the Executive Board Members.

  1. The Executive Board Chairperson shall represent the JRVS, be responsible for the management of the JRVS, and convene Executive Board Meetings.
  2. The Executive Board Chairperson must inform Members of the main JRVS operations such as budget and settlement of accounts, and appointment of Officers at Annual Meetings, etc.

(Inspectors)
Article 18.

Inspectors shall be elected by the Executive Board. Inspectors may audit the assets, accounts, and JRVS operations, and shall attend Executive Board Meetings to offer opinions.

(General Meeting Chairperson)
Article 19.

The General Meeting Chairperson shall conduct the Annual Meeting during the year the General Meeting Chairperson is selected by the Executive Board.

(Term of Office for Officers, Vacancy)
Article 20.

The Executive Board Chairperson, Executive Board Members, and Inspectors shall hold their office for four (4) years starting on April 1, and may be reappointed.

  1. If an Officer's position becomes vacant, the Executive Board shall decide whether or not and how the vacancy shall be filled.
  2. The General Meeting Chairperson shall hold his or her office until the adjournment of the Annual Meeting and then hand over his or her duties to the next General Meeting Chairperson.
  3. The General Meeting Chairperson may not serve two (2) consecutive terms but may be reappointed.

Chapter 5 Meetings

(General Meeting)
Article 21.

In principle, the General Meeting of the JRVS shall be held once a year.

(Executive Board Meeting)
Article 22.

The Executive Board Meeting shall be comprised of Executive Board Members and shall include discussions of various matters such as:
(1) Clerical work regarding activities and accounting for each fiscal year.
(2) Other matters that the Executive Board deems necessary to discuss.

  1. The quorum for the Executive Board Meeting shall be two-thirds of Executive Board Members. However, any "absentee" who has submitted a letter of proxy in advance shall be counted as an "attendee."
  2. Decisions of the Executive Board shall be made by simple majority vote (more than a half). In the event of a tie vote, the Executive Board Chairperson shall cast the deciding vote.

Chapter 6 Finances

(Financial Year)
Article 23.

The financial year of the JRVS starts on April 1 and ends on March 31 the following year.

(Expenses of Secretariat)
Article 24.

Expenses of JRVS Secretariat Operation shall be financed by Admission Charges and Annual Membership dues.

(Operating Expenses of General Meetings)
Article 25.

The lead lecturer at the General Meeting shall be a member of the JRVS.

  1. Operating expenses for the General Meeting shall be covered by special membership dues each time.
  2. The amount of extraordinary membership dues shall be determined by the General Meeting Chairperson.
  3. The General Meeting Chairperson may invite Non-Members to give lectures at the General Meeting.

Chapter 7 Revisions to the Bylaws

(Revisions to the Bylaws)
Article 26.

Revisions to these Bylaws may be made by decision of the Executive Board Meeting and General Meeting.

These JRVS Bylaws shall take effect on October 8, 1998.

JRVS Membership Dues Rules

Article 1.

These Rules shall stipulate the Admission Charge and Membership Dues based on Article 9 of the JRVS Bylaws.

Article 2.

The Admission Charge shall be as follows:

(1) Full Members:

  • If Membership Dues are paid by postal transfer: 3,000 yen
  • If Membership Dues are paid by automatic bank transfer: free of charge

(2) Supporting Members:

  • Same as Full Members

Article 3.

Membership Dues shall be as follows:

(1) Full Members:

  • 5,000 yen per year

(2) Supporting Members:

  • 50,000 yen per year

Article 4.

Members shall pay Membership Dues as a lump sum and are not allowed to pay in installments.

Article 5.

Members shall pay the Membership Dues for the current year by the last day of July each year.

Article 6.

Paid Membership Dues may not be refunded for any reason.

Article 7.

Members shall faithfully comply with these Rules, and in the event of a breach of any of these Rules, Article 13 (2) of the JRVS Bylaws shall be applied.

Article 8.

Revisions to these Bylaws may be made by decision at the Executive Board Meeting and General Meeting.

[Supplementary Provision]

These Rules shall take effect on November 24, 2007.

JRVS Honorary Member Rules

Article 1.

These Rules shall stipulate the qualifications of Honorary Members based on Article 7 of the JRVS Bylaws.

Article 2.

An Honorary Member shall be a person who has been recognized by the Executive Board Meeting and at the General Meeting that said the person has made a significant contribution to the JRVS and adheres to the following criteria.
(1) A person who is 65 years old or older and has been a JRVS member for more than ten (10) years.
(2) A person who served as an Executive Board Member.
(3) A person who served as an advisor for the JRVS as of November 24, 2007.

Article 3.

Honorary Members shall be exempt from payment of Membership Dues and shall have the same qualifications as other members. However, Honorary Members shall not have the right to participate in any decision making.

Article 4.

Honorary Members may not become Officers.

Article 5.

Revisions to these Bylaws may be revised by decisions at the Executive Board Meeting and General Meeting.

[Supplementary Provision]

These Rules shall take effect on November 24, 2007.

JRVS Program Committee Rules

Article 1.

The JRVS Program Committee (hereinafter, "Committee") shall organize the General Meeting program of JRVS in an integrated and continuous manner. However, the General Meeting Chairperson shall be responsible for operation of the Committee.

Article 2.

The Committee shall be established to organize programs.

  1. The Committee shall consist of six (6) members elected at the Executive Board Meeting; the General Meeting Chairperson who presides for the year; and the General Meeting Chairperson who will preside for the next year. The Committee Chairperson shall be elected by mutual vote from among members elected at the Executive Board Meeting.
  2. The Chairperson may convene and chair the Committee.
  3. The term of office for the Program Committee Member shall be four (4) years and he/she may not be reappointed.
  4. Any vacancy in the Program Committee Member shall be filled by the top losing candidate.

Article 3.

Revisions to these bylaws may be revised by decision at the Executive Board Meeting and General Meeting.

These rules shall take effect on November 24, 2007.

Rules for JRVS Executive Board Member Election

Article 1.

Executive Board Members shall be elected by vote of Full Members from the candidates.

Article 2.

An Election Management Committee shall be established for the election of the Executive Board Member. Rules for Election Management Committee shall be stipulated separately.

Article 3.

The right for voting shall be given to the official member who has made full payment of membership in the election year. This right shall be effective on the day when election date is officially announced in the election year.

Article 4.

Candidates shall be under the age 65 on April 1 of the election year and someone who has been a member of JRVS for more than six (6) consecutive years and has sufficient experience and enthusiasm in retina and vitreous studies. Each Candidate shall also have written ten (10) or more papers for publication regarding retina and vitreous studies whether in English or Japanese. In addition, the Candidate must be the lead author of at least two (2) of those papers.
Further, New candidates for Executive Board Members shall also have written five or more papers for publication regarding retina and vitreous studies in English (as far as published in “PubMed”) in the last five years.

Article 5.

Each Candidate must fill out the required items on the prescribed application form, and submit the completed form to arrive at the Secretariat no later than two (2) months prior to the election date.

Article 6.

In the event of a tie vote for the last position, the person who holds the longest JRVS membership among the Candidates shall be elected. If the Candidates’ years of membership are also the same, the oldest Candidate shall be elected. If the candidates’ ages are the same, the winner shall be decided by lottery.

Article 7.

Revisions to these Bylaws may be made by decision at the Executive Board Meeting and General Meeting.

These Rules shall take effect on May 23, 2008.

JRVS Rules for Election Management Committee

Article 1.

Committee members shall be selected from among Full Members and be delegated duties by the Executive Board Chairperson within three (3) months of the election date.

Article 2.

The Committee shall consist of four (4) members, and the Chairperson shall be selected by mutual vote from among the committee members.

Article 3.

The Committee must keep members informed about the procedure to run for the position of Executive Board Member, the closing date, and the election date.

Article 4.

If any question arises regarding the quality of an Executive Board Member candidate, the Committee shall investigate the matter.

Article 5.

The Committee shall deliver ballots, and accept and count the votes.

Article 6.

The Committee shall be in charge of electing the Executive Board Members.

Article 7.

Revisions to these bylaws may be made by decision at the Executive Board Meeting and General Meeting.

[Supplementary Provision]

These rules shall take effect on May 23, 2008.

Because original papers of JRVS will be published in "Japanese Review of Clinical Ophthalmology," please comply with the rules for contributing to this review.

Rules for Contributing to "Japanese Review of Clinical Ophthalmology"

Original Paper

  1. The original paper must be unpublished.
  2. The original paper shall be written horizontally on a word processor; if handwritten, please write in standard style. Copying and writing in pencil shall not be accepted.
  3. Fill out the required items in the title page and copyright transfer consent form, and attach them to the front cover of the manuscript.
  4. As a rule, the manuscript shall be written in order of preface, cases or methods, results, discussion, and conclusion or summary.
  5. As a rule, the manuscript must consist of no more than 8,000 characters and no more than six (6) charts or graphs.
  6. Each chart or graph shall be attached to the manuscript paper, one chart or graph per sheet, each with a title, and with the insertion position of the chart or graph written in red in the margin.
  7. Write down five (5) or fewer keywords before the list of reference literatures. English abstracts may be attached.
  8. If the lead author of the paper is a JRVS member, the costs for publishing (up to 2 pages), photo composition, and tracing are free. Non-JRVS members shall be responsible for all costs.
  9. If you wish to have your paper published in full color, please indicate this. A fee will be charged for this.
  10. Thirty (30) printed copies of the original paper will be given to the author.
